Job Description

Job title: Assistant General Manager

Reports to: Facility General Manager

Job classification - Exempt

Job purpose

The primary responsibility of the Assistant General Manager covers all facets of the manufacturing process. This includes, but is not limited to, estimating, project management, planning, scheduling, resource management and facilities utilization. The Assistant General Manager is tasked with responsibility for each project execution such that a high-quality product is delivered on time and within or under budget while at the same time maintaining a safe workplace.

Duties and responsibilities

Responsibilities and duties will include, but are not limited to:

· Provide the necessary leadership to ensure that each project is managed and completed on time, within or below budget and provides a quality product built to specification and regulatory requirements and that follows good shipyard practices.

· Ensures that safety policies and procedures are adhered to in the workplace and that all work is performed safely. This includes vendors, subcontractors, and customers.

· Schedule review including critical path analysis, progress payment schedules, work around and new schedule development, schedule progress evaluation and review of various reports produced from the program schedules.

· Direct management of Project Management personnel and/or Operations Management personnel depending on volume and scope. Ensure all employees act in accordance with the company's values and culture.

· Work with planning, engineering, and production to develop build strategies on projects.

· Work with production and planning on developing work order system in line with cost management approach for each specific project.

· Program cost analysis and control to include a working level understanding of the Contract Performance Analysis (CPA) for each project.

· Understanding and compliance with marine manufacturing protocols to include an understanding of specifications, drawings, and regulatory requirements as they apply to marine construction.

· Contractual issue identification and resolution to include an understanding of the types of contracts, contract terms and conditions and understanding of contracting processes and procedures from startup through the final invoice.

· Operations issue identification and resolution to include a working level understanding of the methodology of vessel construction and repair, the manufacturing organization, and key milestones in the project process.

· Quality assurance issue identification and resolution to include an understanding of the quality checkpoints, inspection processes and deficiency tracking and resolution systems.

· Project material issue identification and resolution to include an understanding of material management systems.

· Personnel management including recruitment, supervision, discipline and review and approval of pay increases for operational employees, training, coaching, mentoring, and performance evaluations.

· Assess the physical progress of each project and communicate with each project manager and the general manager on a regular basis to assure that projects are on schedule and budget or to develop workarounds to accomplish that goal.

· Interface with the customer team and establish strong working relationships.

· Oversee test and integration activities to include an understanding of the processes and procedures associated with the testing and integration requirements of each project.

· Develop goals and objectives and make information and decision briefs as required to support corporate and project level goals. This includes presentations for weekly meetings as well as presentations on ad hoc requirements.

· Research and gather information for facility improvements that are production related, including capital expense projects and large maintenance projects. Evaluate ROI where applicable.

· Share and apply lessons learned across all operations. Be a chief catalyst and champion for process improvement.

Qualifications

· Communication Skills: Ability to read, analyze, and interpret drawings, contract specifications, financial reports, and legal documents. Must be able to professionally respond to inquiries or complaints from customers, regulatory agencies or members of the company's primary business community. Must have the ability to effectively present operations information to top facility and program management. Must be able to give directions to subordinates in a clear and professional manner. Must be able to communicate effectively with management peers.

· Management Skills: Must possess the ability to command respect and demonstrate leadership skills. Must be a person who takes control of the daily issues arising in the manufacturing processes. Must develop a management plan that leads the operations in every aspect of project and operations management. Decision-making should be driven by qualitative, as well as quantitative analysis and sound business management practices. Must be a team player willing to listen and discuss alternatives in support of the principals of the company. Extensive knowledge of financial systems, financial analysis and sales analysis and reporting, ERP system applications.

Education and/or Experience

· Minimum: 7 to 10 years of manufacturing experience in the marine industry or equivalent combination of education and experience. BS degree.

· Preferred: 10 to 15 years of related experience or equivalent combination of education and experience. BS degree in engineering or equivalent field.

· The employee is frequently required to stand and visit the jobsite construction areas (minimum of two hours while conducting regular work duties) and to walk, sit, use hands and fingers, reach with hands and arms; climb, balance, stoop, kneel, crouch or crawl on board vessels and barges.

· Wet or humid conditions (non-weather), working near moving mechanical parts, working in high, precarious places.

· Assist personnel in work areas, including confined spaces.
