Responsibilities

Client is seeking a Business Analyst to assist in developing a framework and implementing an application dedicated to records management document review and redaction.

The Business Analyst will assist with other records management related projects as assigned.

Evaluate potential applications: Review software solutions that align with the organizations needs and is compatible with an Oracle Cloud Infrastructure environment and the agency infrastructure.

Evaluate Current Environment: Review the existing Oracle environment; including application, data sources, and business workflows.

Define integration Goals: Define the objectives of integrating the redaction software; data governance, automation, data verification, backup.

Risk Analysis: Identify any risk to the Oracle environment and agency data.

Security Validation: Provide an analysis on how security is managed with the application, including the transfer of data between applications and the accessibility of information within the redaction software. Ensure that hardware and software meet requirement for both Oracle and the agency infrastructure. Prepare a comprehensive mapping of data sources. Map out how data will flow between Oracle and the redaction software. Define the Extract, Transform, and Load process as required to move data between oracle and the redaction software. Identify key integration point within the agency infrastructure, and Oracle environment, such as database tables, views. Install and Configure Data Management Software. Connect Oracle to Data Management Software

Data Profiling: Perform date profiling to identify inconsistencies between the primary Oracle database and the redaction software, identifying missing data and in consistencies that might need to be addressed before integration. Set up transformation rules to ensure that the data from the redaction software aligns with file formats established for preservation (PDF/PDFA), and the data structure aligns with the Oracle database. Implement rules for data validation, quality control, cleansing to ensure data is properly passed through the redaction application to the Oracle cloud environment, and database

Deploy to Production: Oversee the integration to production

User Training: Train the users of the software to ensure an understanding on the maintenance of the redaction tool, its functions, and its integration points with the Oracle cloud and database

Software Testing: Test individual components of the integration and software, data extraction, editing/redaction, loading

End-to End testing: Perform end-to-end testing to ensure data is properly transferred, redacted, and loaded between Oracle and the redaction software.

Performance testing: Verify that integration performs optimally under load, including stress tests to identify performance issues.

Documentation Evaluate current environment: Provide detailed documentation on integration plans, setup, workflows and steps to resolve software issues.

OTHER SPECIAL REQUIREMENTS

  • Ensure that hardware and software meet requirements for both Oracle and the agency infrastructure
  • Prepare a comprehensive mapping of data sources
  • Define the Extract, Transform. and Load process as required to move data between Oracle and the redaction software
  • Identify key integration point within the agency infrastructure, and Oracle environment, such as database tables, views.
  • Agreement to adhere to all client's policies, procedures and management directives
  • Experience in evaluating software that includes gathering and analyzing requirements and assessing the solutions fit with business needs
  • Excellent communication skills, written and oral, to collaborate with people of all levels
  • Ability to use Microsoft Visio software to create and manipulate diagrams, system flowcharts, and other visual representation of data, processes and software interface
  • Ability to use Microsoft PowerPoint to create compelling and visually appealing presentations
  • Ability to gather and analyze business requirements and scope to document the final product and results
  • Strong problem-solving skills to identify root cause of a problem, analyze and resolve issues
  • Familiarity with Oracle, IT systems integration and software development process
  • Experience in developing and documenting detailed test plans, test cases and requirement traceability matrices (RTM) for Unit Testing, System integration Testing and User Acceptance testing to ensure all requirements are developed and tested

Qualifications

Minimum Requirements:

  • 8 years experience evaluating software that includes gathering and analyzing requirements and assessing the solutions fit with business needs
  • 8 years of excellent communication skills, written and oral, to collaborate with people of all levels
  • 8 years ability to use Microsoft Visio software to create and manipulate diagrams, system flowcharts, and other visual representation
  • 8 years ability to use Microsoft PowerPoint to create compelling and visually appealing presentations
  • 8 years ability to gather and analyze business requirements and scope to document the final product results
  • 8 years of strong problem-solving skills to identify root cause of a problem, analyze and resolve issues
  • 8 years familiarity with Oracle, IT systems integration and software development process
  • 8 years experience in developing and documenting detailed test plans, test cases and requirements traceability matrices
  • 8 years of System Integration Testing and User Acceptance Testing to ensure all requirements are developed and tested
  • 8 years of full-time experience as a Business Analyst
  • 8 years of skill in analyzing and interpreting agency organizations, business practices, policies and procedures
  • 8 years ability to coordinate and evaluate the work of others
  • 8 years knowledge of project management practices to plan, execute and mitigate risks
  • 8 years experience in implementing AI-powered software that leverages artificial intelligence

Preferred:

  • 10 years experience in implementing AI-powered software that leverages artificial intelligence
  • 10 years of strong knowledge of records management functions such as document review, redaction, records management
  • 10 years of principles, laws and regulations
  • 10 years experience with the management of government/registration records and statutes related to records
  • 10 years experience with Public Information Requests (PIRs) and a records repository application
  • 10 years of Business Analyst experience with Records Management Systems implementation, including document review
  • 10 years of redaction software knowledge
  • 10 years of Certified in Business Analysis and Project Management
