Position Overview and Responsibilities:

The selected candidate independently performs a full range of assignments under the limited supervision of the Chief of Building Systems in the Division of Real Estate Development and Management (REDM). Serves as the division’s network expert autonomously supporting projects, troubleshooting outages, enforcing standards, monitoring performance, and identifying vulnerabilities to support daily operations of 12.6 million square feet of real estate in the Florida Facilities Pool (FFP). Oversees design, installation, inspection, and testing of network systems. Provides technological solutions to network-related problems.

• Independently manage contractor activities during network infrastructure projects. Reconcile project schedules, manage access requirements, coordinate communication notices to tenants, and oversee work.
• Design, oversee, and inspect all local area network installations in the FFP supporting REDM. Conduct site visits to map existing conditions, develop scope of work for network infrastructure upgrades, create a diagram of proposed network, and identify network equipment needs.
• Provide planning and technical support to projects with networking needs. Attending project design and planning meetings. Recommend network infrastructure build-out options. Enforce network infrastructure design and installation standards.
• Design, configure, install, and test small-scale networking projects in support of REDM or the agency. Use PCard or obtain quotes for purchase order to procure equipment and materials.
• Work collaboratively with the DMS Division of Information Technology to configure, test, install, and maintain network equipment supporting REDM.
• Develop and publish network infrastructure design and installation specifications to ensure design engineers and contractors adhere to accepted industry practices and conform to REDM standards for structured wiring systems.
• Develop and maintain an equipment inventory including network device nomenclature and location.
• Analyze network performance and availability using monitoring, management, and mapping tools. Monitor bandwidth usage to recommend strategies for optimizing network performance and improving availability.
• Work closely with the DMS Information Security Manager and security team to identify cybersecurity threats. Identify vulnerabilities in Industrial Control Systems and recommend mitigation strategies. Periodically check the Department of Homeland Security website for Common Vulnerabilities and Exposures.
• Troubleshoot network outages to identify root causes, restore communications, and implement long-term policies to prevent reoccurrence. Maintain stock of commonly used network equipment to accelerate replacement.

• Knowledge of networking concepts, architecture, technologies, and protocols.

• Skilled use of Microsoft Office products such as Word, Excel, Access, PowerPoint, Visio, and Project.
• Skilled in design, configuration, installation, testing, and troubleshooting of communications networks and associated hardware.
• Skilled use of monitoring, management, and mapping tools to analyze network performance and availability.

Minimum Qualifications:

• Five years of progressive professional experience managing information technology or similar projects.
• Five years of professional experience planning, designing, configuring, installing, and troubleshooting communications networks and associated hardware.
• Physically able to climb multiple flights of stairs, climb a ladder, reach overhead, work from heights, bend at the waist, kneel and crouch, be able to work near loud noises and electrical equipment, work in basements, tight spaces, and on rooftops.
• Valid and applicable driver’s license.

Preferred Qualifications:

• Cisco CCNA, CompTIA Security+, CompTIA Network+ and CompTIA A+
• Experience hardening Industrial Control Systems from cyber-attacks.
