Job Description

Job Summary:

Morgner is seeking a skilled Environmental Manager to lead environmental compliance and sustainability efforts for complex transit and transportation projects with the Los Angeles County Metropolitan Transportation Authority (LACMTA) and other public agencies. This role is responsible for managing environmental requirements across all phases of design and construction, ensuring projects meet stringent regulatory standards, including those of the City of Los Angeles.

Key Responsibilities:

  • Oversee the review and approval of environmental and sustainability submittals prepared by contractors and consultants, ensuring compliance with federal, state, and local regulations.
  • Provide expert analysis of environmental and sustainability contract specifications for large-scale transit and transportation infrastructure, from planning through final bid documentation.
  • Develop, implement, and manage plans, specifications, and procedures for compliance monitoring, reporting, and mitigation activities throughout project delivery.
  • Conduct environmental site inspections, including special waste handling and disposal, to ensure adherence to legal requirements and industry best practices.
  • Review, interpret, and respond to environmental reports, identify potential noncompliance, document findings, and collect and analyze samples (soil, water, waste) to support project decisions.
  • Investigate environmental issues and develop action plans to mitigate impacts while supporting project schedules and objectives.
  • Measure and report sustainability performance, implementing strategies to achieve project sustainability goals, including CalGreen Tier 2 and LEED certification targets.
  • Interface regularly with City of Los Angeles regulatory agencies and other authorities, ensuring alignment with all municipal environmental compliance requirements.

Qualifications:

  • Bachelor’s degree in Engineering, Environmental Science, or a related field preferred . In lieu of a degree, an additional five years of directly related experience will be considered.
  • Minimum five years of management-level experience in:

~ Environmental compliance for transit and transportation infrastructure projects.

~ Groundwater and soil site investigations (Phase I and II ESAs).

~ Soil and groundwater treatment systems.

~ NPDES and sewer discharge permitting.

~ Construction dewatering protocols.

~ Asbestos and lead paint abatement and demolition compliance.

~ Contaminated waste profiling, management, and disposal.

~ UST/FST removals and related regulatory requirements.

~ SWPPP development and implementation, SUSMP compliance, wastewater discharge,

and construction noise mitigation.

~ CEQA and NEPA processes, particularly for projects involving historical structures,

archaeology, paleontology, and coordination with Native American communities.

~ Experience working with the City of Los Angeles departments and regulatory agencies

(e.g., LADBS, Bureau of Sanitation, LADWP, LAFD) as well as regional agencies (RWQCB,

AQMD, DTSC).

  • Approximately five years of experience managing LEED and sustainability programs for large infrastructure or transportation projects preferred .
